Norberto de Andrade, PhD, is an expert at the intersection of technology, policy, and law with over two decades of experience spanning public service, academia, and the tech sector.
He is the founder of PoliPro.AI, a consultancy helping organizations navigate tech policy and regulation, and the co-founder of Lexstream, which utilizes cutting-edge AI to make expert legal knowledge more accessible. In academia, Norberto serves as Academic Director and Adjunct Professor at IE Law School, and teaches at the European University Institute (Italy), Católica Global Law School (Portugal), and the European Institute of Public Administration (Luxembourg).
Previously, Norberto was 7 years director of AI Policy at Meta and held policy roles at Mozilla and Workday. He was also a member of the Expert Group that developed the landmark OECD AI Principles. Before entering the private sector, he worked in public service for the European Commission and the Portuguese National Communications Authority. A pioneer in experimental governance, Norberto is the creator of Open Loop, a global program testing new approaches to tech policy design.
He is a frequent keynote speaker and commentator on AI governance, automated systems, and their societal impact.
